Project Description
The Capital SouthEast Connector Joint Powers Authority (Connector JPA) in conjunction with the County of Sacramento, City of Rancho Cordova and Caltrans is working on preliminary engineering and environmental analysis to further develop the 7.4-mile Connector D2 segment. The Connector D2 project will widen Grant Line Road from two lanes to four lanes from just north of the White Rock Road intersection south to Highway 16 (Jackson Highway). The proposed alignment will generally follow the existing Grant Line Road with minor adjustments to avoid wetland preserves. The project may also include frontage roads or private driveways to maintain existing access for adjacent properties.
There will be nine access connections as part of the Connector D2 segment (existing intersections and planned intersections not in existence today):
- White Rock Road
- Centennial Avenue (joined with Raymer Road)
- Douglas Road
- North Loop Road (temporary signal)
- Chrysanthy Boulevard
- University Avenue
- Kiefer Boulevard
- Rancho Cordova Parkway
- Jackson Road
Once constructed, the new D2 Expressway will include four 12-foot wide through traffic lanes with turn lanes at intersections, two 10-foot wide shoulders on the outside with 5-foot wide shoulders adjacent to the median, a 36-foot wide median, separated Class I bicycle/pedestrian trail on the west side of the alignment and frontage roads or private driveways where necessary to maintain existing access. The project will also entail relocation of utilities and creation of various drainage facilities.
Project Need
The existing roadway within the City of Rancho Cordova and south Sacramento County is insufficient to meet current and forecasted traffic demand. Vehicle traffic along the existing facility continues to increase which results in increased safety concerns. Proposed improvements will improve safety and security of travel by all modes within the corridor.
Substantial approved growth within the corridor requires advanced transportation planning consistent with the Sacramento Area Council of Governments’ Metropolitan Transportation Plan/Sustainable Communities Strategy 2036, and the City of Rancho Cordova and Sacramento County General Plans.

Project Purpose
The Connector D2 segment will take several years to complete but ultimately improve Grant Line Road to modern standards as a continuous four-lane facility. The Connector D2 segment will:
