* Under the California Environmental Quality Act (CEQA), a program Environmental Impact Report is typically prepared for a series of actions that can be characterized as one large project. A program EIR generally establishes a framework for subsequent tiered or project-level environmental documents that are later prepared in accordance with the overall program. For the Connector, specific project-level environmental documents will need to be completed for different segments of the project prior to construction.
